EAR Project committee agreement

As a project of the Raft Foundation, EAR has a project committee accountable to the Raft board of directors. EAR’s purpose is to build collective power through inter-communal partnership in service of a public interest internet. EAR’s mission is [fill in from charter]. Responsibilities

  • Steward the EAR project brand
  • Manage significant risks
  • Maintain legal and financial responsibilities within the context of the Raft Foundation

The project committee also maintained the EAR charter and project committee agreement.

Activities

  • Oversee EAR’s Open Collective and financial responsibilities
  • Make and fulfill agreements between the EAR project, the Raft Foundation, and other entities (service contracts, etc.)
  • Occasionally make recommendations or raise issues to the members of the collective as a whole
  • Approve the formation of new policies, services, and programs
  • Have some emergency powers to use in the event of crises scenarios or if our processes break down

Reporting

The project committee is required to report out regularly to the Raft Foundation and the EAR collective group, as well as EAR advisors.

Scope

The scope of the project committee is limited to governance decision-making. Examples include:

  • an understanding or agreement between the EAR project—subject to the Raft Foundation’s policies—and an external organization
  • an issue with service contracts
  • a serious concern about brand or reputation risk, or if you’re unsure when to use EAR’s brand
  • a question about running a transaction through EAR’s financial infrastructure managed by the Raft Foundation

Project committee functions (moved from steering functions)

The project committee ratifies EAR’s commitments. The project committee is responsible and accountable three functions, each addressing a core question about EAR:
